A system that designates products as Innovative Products after deliberation on public value and innovativeness, to improve public services and drive technological innovation.

Under national contract legislation, Innovative Products are procured by end-user institutions through negotiated contracts.

    A purchasing officer of an end-user institution that buys an Innovative Product shall not be liable for losses arising from the purchase unless intent or gross negligence is proven

  • Institutions allocate a set share of total goods purchases to Innovative Products, and actual purchase records are reflected in institutional evaluations
    • As of 2023: central ministries, local governments, and local public enterprises 1%; public institutions 2%
